Government Affairs Policy Analyst. Rural County Representatives of California (RCRC). Sacramento, CA, USA. The Rural County Representatives of California (RCRC) is a forty-member county service organization that champions policies on behalf of California’s rural counties. Founded in 1972, RCRC advocates for rural issues at the state and federal levels. RCRC provides the rural county perspective on a myriad of issues throughout the legislative and regulatory processes, including land use, water and natural resources, housing, transportation, wildfire protection policies, and health and human services. Since its inception, RCRC has fostered policies and programs that reflect the unique rural heritage and the current conditions and needs of our member counties, while also promoting a greater understanding among policy makers about the unique challenges that face California’s small population counties. Position Description: RCRC is seeking a policy analyst to join its government affairs team. Reporting to the Senior Vice President of Government Affairs, the Policy Analyst will provide critical policy and research support to RCRC Policy Advocates across diverse subject areas, supporting state and federal advocacy efforts. Responsibilities include legislative and regulatory policy and program research, bill analysis, drafting reports and presentations, and assisting with advocacy meeting coordination. Key Responsibilities: Assisting with the research and analysis of proposed and pending legislation Drafting policy documents, memos, talking points, fact sheets, presentations, and background materials. Attending public and legislative hearings, regulatory proceedings, and coalition meetings as needed. Tracking changes in legislation and associated deadlines. Data and document collection to support advocacy efforts. Coordinating meetings and scheduling appointments related to policy discussions. Conducting studies as needed to support policy development and research efforts. Knowledge The ideal candidate will be familiar with the legislative process, as well as the structure and policies of local and state government. A minimum of one year of legislative and budget experience, excellent oral and written communications skills, and a strong policy and legislative process background are required. Candidates must have the ability to manage multiple projects, meet deadlines, and work well in a team environment. The ideal candidate will have the ability to perform administrative and policy-influencing functions effectively and demonstrate excellent written, research, computer, and communication skills. Must be able to work a flexible and demanding schedule. Education and Qualifications: Bachelor’s degree, or commensurate experience, preferred; at least one (1) year of direct legislative experience is required, or commensurate county experience. Compensation: This position offers a competitive compensation package, including salary commensurate with experience and California Public Employee Retirement System (CalPERS) health and retirement benefits. Salary Range: $75,000-$90,000 depending on experience. No later than 5:00 p.m. on April 16, 2025.
